Viscosity is a function of temperature. So at a given temperature (degree centigrade or fahrenheit) viscosity should be measured.
Given X,Y spot the co-ordinate for particular component.
Ex: at 100C find the viscosity of acetic acid.
1) so first spot the co-ordinates in the graph
2)Take a scale and join the points Temperature(100C) and the spotted co-ordinate(7.7,14.3) and extend the line till it bisects the viscosity line on the right. So, that would be the viscosity of acetic acid at 100C.
