Assuming that the 1.0 M HCl was really 1.0 M, and that my volume measurements were all correct:

What conclusions can you make about the relative amounts of sodium hydroxide and potassium hydroxide in the undiluted drain cleaner?

moles of OH- = 1.0*1.1 = 1.1 moles
this is in 1.5 ml of sample
so moles in 21 ml = 21*1.1/1.5 = 15.4 mili moles
this is the number of moles of OH- initially present
initiam volume = 2ml
so concentration= 15.4/2 = 7.7M
