The effect of soluble non-volatile subtance such as NaCl on the boiling point of water is that it increases the boiling point of water. Since, NaCl is soluble in water, its ions will come to surface and decrease the vapour pressure needed for the boiling of water at 100oC.

In case of non-soluble non-volatile subtance such as sand : sand has no effect on the boiling point of water. It does not remain at the surface to decrease vapour pressure. So, it has no effect on boiling point of water.
