Because when the bar is falling down the flux through the loop is increasing so effort of induced current will be to decrease this so field due to induced current will be into the plane so current in the bar will be left.

2) since there is change in flux so according to Lenz's law force will be in opposite direction so upward.

We place our forefinger in the direction of magnetic field and thumb in the direction of current so palm faces the direction of force.
