Given that,

m = 5.00 kg

spring sclae reads just before touches the lower spring is

W = m*g

= 5.00 * 9.8

= 49.0 N

b) Given that

W1 = 20 N

W = 49 N

x = 0.02 m

Force of lower spring that pushes upward is

W1 = F + W

F = -kx

W1 = (-kx) + W

-kx = W1 - W

k = -((W1 - W)/x)

k = -((20 - 49) / 0.02)

k = 1450 N/m

c) The Equation for compression length at which the scale read zero is,

W + F = 0

W - kx = 0  

kx = W

x = W / k

= 49 N / 1450 N/m

= 0.03379 m or 3.379 cm
