First things first, relax! I can already sense your growing apprehension there which would probably lead to worry and stress your body & mind than running in cold ever could.
Now, back to the question.Nature, you see has gifted us with a highly efficient body which has various anatomical and physiological processes to protect itself. Your lungs, nose and trachea/windpipe are some of those amazing organs. The inhaled air first enters the nose where it is moistened and made warm. After this the trachea /windpipe warms the air further. Only after these processes does the air reach the lungs. Even the lungs have something called the respiratory tree that keeps the inhaled air moist and warm ensuring the inhaled air reaches body temperature. So, the answer to your question is no,your neighbor isn't right and yes you can surely go for a run there even on the coldest of days. Your respiratory system is here to protect you already! Do protect yourself from frost bites though. Using a protective clothing such as scarf might probably be helpful.
