Acidic nature:

H2PO3(aq) + H2O(l) <--> HPO4-(aq) + H3O+(aq)

The solution increases in H3O+ ions, therefore acidic

Basic nature

H2PO3(aq) + H2O(l) <--> H3PO4(aq) + OH-(aq)

Solution is left with OH- ions, therefore it is basic!
