a)A more polar sample will bind to the stationary phase silica gel , and will not move far . A nonpolar sample will move faster and faraway.So in 1st case silica gel is relatively non polar & 2nd case silica gel is relatively polar

b)As we know the more polar the eluent, the faster and farther move the sample. In question polarity oder of eluent is given as-

methanol> ethyl acetate> toulene.If same sample is sparated using silica gel as the stationary phase and methanol, ethyl acetate & toulene as eluent . then the sample move faster and farther in metanol, less farther in ethyl acetate & list in toulene.
