Why is this the case?

The statement is correct. This is because oxygen thas lower solubility than carbon dioxide in the aqueous solutions. So, very less/little oxygen gets dissolved in the plasma (Po2) even thought the amount of O2 that diffuses out in the plasma is more than the dissolved O2.
