Explanation / Answer

To increase the viral gene expression in the cells. If host cell gene is expressed lot of proteins and mRNA are produced by the host it interfer with viral replication also some proteins are expressed to show that cells are infected with virus. This proteins then expressed in outer plasma membrane to give signals to immunological cells and alert them.

So, to increase the viral replication and escape from the immune system it uses the inhibition of transcription and translation of host cells..
