Genetic engineering refers to the manipulation of an organism's genome using certain technologies or by changing the genetic makeup of cells. It includes the transfer of genes within and across various species and boundaries to produce an improved useful organism. While,

Evolution works on producing varied offspring in greater numbers than can survive. It refers to a process where an organism's DNA changes through generations to be better suit to the environment. So, evolution doesn't produce the fittest organism but it could help the organism to survive a harsh environment.

Genetic engineering is helpful for producing a desirable character or a trait in an organism by inducing changes in its genome which would prepare the organism to survive and fight for it's future, However, evolution does not prepare the organism for surviving any future demands in the environment.

For example, it is possible now to create large amounts of insulin from bacteria. It involves a genetic engineering procedure where a small portion of human insulin is cut and inserted into a small piece of circular DNA called a plasmid which is inserted into a bacteria and the bacteria would produce large volumes of insulin. It doesn't affect the evolution of the bacteria but could save diabetics.

Finally, if people start using generic manipulation on anything to prolong it's life as in cancer chemotherapy, it would just be a part of the evolution as it is a description of what happens, and any changes in genes and traits, whether induced or spontaneous is a part of what happens.
