Based on speed,precision and accurancy order is

PH Meter > Indicator > PH paper.

PH meter is gerally gives best results as compare to other two as electode used in PH meter is very sensitive and accurate. One should take care that PH meter should be always standerdized before use.

Indicators are generally used for determining end point of reaction it is not as precise as color change during end point remains same if you added more reagent in solution.

PH papers are only used for getting rough idea about the PH it is least precise and least accurate.
