   kc = [NO2]^2/[N2O4]

4.64*10^-3 = (0.031-2x)^2/(0.023+x)

   4.64*10^-3 *(0.023+x) = (0.031-2x)^2

             x = 0.00937

   [N2O4]    = 0.023+x

                  = 0.023+0.00937 = 0.0324M

[NO2]        = 0.031-2x

                   = 0.031-2*0.00937 = 0.0122M
