It is a huge organised thunderstorm complex that develops over oceans. The ingredients are warm ocean water; weak upper level winds ; and low pressure.

Using the information from satellites and different sources we can monitor the intensity of the wind and so by intensity of wind we can predict hurricane.

Yes global warming phenomena is warming the earth surface and creating low pressure zone which is one of the best favorable condition for occurrence of hurricane.
