Question
Given that the directional filter can be set at a specific angle, suggest
a better filter angle to enhance one of the two orthogonal sets of streets in the main urban center in the image. Explain your choice. (Note the direction of roads and then specify an angle.)

the satellite is moving, the veichle is also moving, because the signal needs time to bounce back, therefore, the spot of the vechle may show the displacement on the image:like this:

Directional filter used for a edge enhancement in a image. Directional filters will enhance linear features which are having specified orientation( say those oriented to 30 degree to north) whereas non directional filter wil enhance linear features in almost all directions. Directional filter will enhance linear feature with a specific orientation. Direction in which the edeges are to be enhanced is specified in degrees with respect to north. Angled with in the northeast quadrant are considered with negative sign and those falling in the northwest quadrant with positive sign. In the original image, if there is any sharp gradient between the pixels in the specified direction, the resultant filter would show the maximum absolute pixels value for the corresponding pixels, and thereby highlights the edges. The directional filter gives negative value if the feature aligned in the NE direction and positive value if the feature is aligned in the NW direction.
