What might be a reason why the nurse practitioner did not prescribe a nasal steroid?

Fexofenadine is a classified anithistamine because the chances of crossing the blood - brain - barrier which causes sedation is less. Clearly the student is suffering from allergic rhinitis he she needs an antihistamine.
