It is always better to prevent a disease than to treat it after it occurs. Nowadays many diseases can prevent by vaccination like polio, measles,diptheria, pertusis, rubella, mumps, tetanus, rotavirus , Hib. Small pox , a terrible disease,no longer exists due to vaccination. Over the years vaccines have prevented countless cases of disease and saved millions of lives. Government authorities play a vital role, from preclinical development to postlicensure monitoring, in making vaccinations one of the leading public health interventions. Goverments with the assistanceof health care personnels are carrying out many public health interventions like vaccination campaigns and other health promotion programs. Goverment , of course have the authority to enforce such health practices, because the main supplier of economy to organize these activities are by governments. Moreover, health is the fundamental right of every individual hence it is governments'duty to provide health care to all. Individuals rights should be protected as much as possible but must be balance against the rights of the other individual in society. To create the balance, the rights of individuals need to be limited mainly to what is required to protectthe rights of other people.

Modern health policy poses complex legal, ethical and social questions. The goal of health policy is to protect and promote the health of individuals and the ccommunity. Government officals can accomplish this objective in ways that respect human rights, including the right to self determination, privacy and non discrimination.
