and suppose height of flag pole is h then heigt above eye level is (h-1.7).

and line joing eye and flag upper point makes 25 degrees with horizontal.

so tan25 = (h - 1.7) / 35

h - 1.7 = 35tan25 = 16.32

h = 18.02 m
