Explanation / Answer

A solenoid carrying a current produces a magnetic field due the magnetic effect of electric current.

A long straight wire attached to the negative terminal of the battery is a wire hanging with it's one end open so it doesn't carry any current and hence doesn't produce a magnetic field.

A proton moving with a non-zero velocity produces a magnetic field as current is simply a moving charge i.e. rate of change of charge with respect to time

A pair of oppositely charged particles at rest near each other do not produce a magnetic field because there is no current

A long wire carrying a changing current produces a magnetic field

An electron at rest does not produce a magnetic field as there is no flow of current.
