eventhough different people use the tools differently they must get the same result if they are taking the measurement in same scale, but the measured velues are slightly different means they must be using different measuring devices are calibrated differently

(b)

since diiffferent measuring devices are calibrated differently everyone else has measured slightly different values for their piles (if the piles are having a stack of 100 papers and each paper have different thickness)

(c)

Different stacks have different number of sheets of paper is wrong since the stack has a pile of 100 papers only but if different sheets of paper have different thicknesses then also everyone else has measured slightly different values for their piles

(d)

Nothing is wrong, you’ve just reached the limits of accuracy of the measurement.
