You are the project manager for a construction project who is responsible to facilitate all of the subcontracts to build the project and represent the interests of the owner. The project is nearing completion and you are responsible for ensuring that the drywall subcontractor, JCN Construction Company, adheres to all plans and specifications. Upon an October 3, 2017 inspection of the drywall, you notice that the gypsum wallboard used in the office area is a water-resistant board, a more expensive grade than that identified in the specifications. You also note that the taping materials have all been applied such that the seam remains visible. When investigating these issues, you find that the project superintendent for the subcontractor has authorized all of these changes without consulting anyone. You make a quick estimate and find that the additional cost of redoing the drywall will be $10,000. The rework for the finish will take 3 weeks at an additional cost of $15,000.
Write a formal business letter to the principal of JCN Construction Company. This letter should accomplish the following:
document your inspection visit and define your role as the project manager who must approve any and all changes;
question the authority of these specification changes;
define who will be responsible for the additional payments and substandard finish qualities;
propose a next step in resolving the issue.

Respected Sir,
As per inspection of project done on 3 Oct. 2017, I am as Project manager of this project, writing this letter to you for awareness of some important things about this project.
As being a PM of this project, any changes which are to be made in project while execution should have consent of mine. But on Oct 3, 2017 while inspecting project, I found the drywall which is being constructed by your company has some false practice. As per contract specifications, gypsum which should be used and gypsum actually used are different. Gypsum used on site is of higher grade than specified. As per official records available at my office, neither I have permitted you to use this gypsum, nor you have asked me to use this earlier. Therefore, it is illegal. After some more investigation on this, I have found that project superintendent has authorized your company to do so without my consent. I have included copies of pictures and documents of measurement sheet with this letter for your reference.
So, the question is why did you changed these specification without my permission. Also, redoing of this work and finishing of drywall will take additional time of 3 weeks and additional cost of $25000. Now its your responsibility to do it at your own expenses or there will not be any additional charges to be paid by our company for your contract because of this rework or for higher grade gypsum material or any other whatsoever.
You have to ensure that project will be completed in time with this rework if you are opting to do so or have to reply with valid cause within 7 days to letter to do such specification changes in project. After your reply, if you have given a valid reason, we may consider it for additional payments, but as per contract document, we have all rights reserved about payments to do to all our subcontractors. We expect cooperation from you in this concern.
