It is impossible for both particles to be at rest after thecollision . Since from alw of conservation of momentum , total moemtumbefore collision = total momntum after collision Total momentum before collision is not zero.So, total momentumafter collision doesnot equal to zero. That why it is impossible for both particles to be at restafter collision. (b). yes ,it is possible. if the mass of the two particles are equal then it ispossible
