Initial K.E. + Initial P.E. = Final K.E. + Final P.E. =>0 + (9*(10^9)*5*(10^(-6))*(-5)*(10^(-6)))/(0.8) = 6*(10^(-3))*v^2 + (9*(10^9)*5*(10^(-6))*(-5)*(10^(-6)))/(0.8/3) =>6*(10^(-3))*v^2 = 0.5625 =>v = 9.6825 m/s
