This is because The vehicle sensor works on principle of induction loop. On the road surface a groove is cut and wires are laid down to have an inductance and connected to some sourece. This circuit resonates at a certain frequency. When a metal car comes over the road surface area due to magnetic induction the inductance of the loop changes and hence the resonant frequency changes which is detected by the traffic signal.
