A) Since the observer is also on the ship. So the osberver will measure the Astronaut's heartbeat = 81 beats/min
B) This time astronaut is moving at v = 094c relative to the observer, therefore the observer on the earth will measure the time as
Tobs = Tast/sqrt(1-v^2/c^2), Using this we find
Tobs = Tast/sqrt(1-(0.94c)^2/c^2)
=Tast/0.341 i.e Tobs = (2.93)Tast
Therefore the observer will measure the time between the heartbeats 2.93 times longer than the time measured by the astronaut
So the astronaut's heartbeat rate in the earth's frame of reference = 81/2.93 = 27.6 beats/min
