Answer:

a) Plasma membrane is important because it regulates the movement of substances inside and outside of the cell. It acts as a selectively permeable membrane that seperates the inside components of the cell from its surroundings.

b) The plasma membrane is made up of both lipids and proteins. The lipids consists mainly of phospholipid bilayer which forms a stable barrier between two aqueous compartments. The plasma membrane of animal cells also contain glycolipids and cholesterol. In terms of proteins the membranes have both peripheral (Which are loosely bound to one of the leaflet of the bilayer) and integral (which span accross the bilayer like transmembrane) membrabne proteins.
