In this problem we have assumption that the physical variations on the chips result follows normal distribution and due to small sample size we have to use t-distribution to fitting the data. Here data obtained means you can obtain the data from the graph, but it is a tough task. so i think you have to see the source of data from which is used in figure 2. Once you obtain the data and grpahs (figure 2), you can easily see that the scatter plot for x- coordinate shows the symmetric behaviour of data around 18500 similarly also y - coordinate shows symmetric behaviour. . So by this behaviour of data the assumption of normal distribution is made and due to small sample we have taken t-distribution to fit te data.
