Within each region are 2 reps, so there are 2C1 = 2 ways to select 1 rep from a region.
Since there are 4 regions, there are 2^4 = 16 ways to choose 1 rep from each region

There are 4C2 = 6 ways to select the two regions. Also, once a region is selected, there are 2C2 = 1 way to select both reps
P = (6 x 1) / 70 = 0.086
