This is the manual for it. it is a small wheel with LEDS on the outside. When you push the button, the lights flash in a circle, and then stop on one light. then the light fades until it's off.
I know one of the chips is an inverter, and one is a counter
i know something along the lines of the counter decide which LED to light up, and at the end, the charge on the LED slowly dissipates causing it to fade.
How exactly does the counter work though? and why do I need an inverter?

they use j-k flip flop for the counter used, basically for shifting lights they use jhonson's conter, inverter for power source, if u have shift registers concept, it explains the shifting clocks clearly
