This is because in a dihybrid cross,w hen F2 generation is observed all the genes are able to express themselves independent of each other.Therefore they follow the rule of independent assortment.And linkage is defined as a group of genes whose loci are on the same chromosome,thus not seggregating and violating the rule of independent assortment.
