1)Given that a valve is not reground ;  probability that it is scrapped =P(scrap)/P(not grounded)0.12/(1-0.18)=0.1463

2) probability of scrap =P(scarp on first+scrap on reground) =0.12+0.18*0.1=0.138

3)  probability that the valve meets the specification =0.7+0.18*0.9=0.862
