I'm just a little confused. Do I have figure out the values of each dot using the control data side to find the mean. Also I guess the -3s and all that on other side throwing me off to. Thank you for any help. Mainly looking for clarifications so I can figure out what to do next.

No, I don't think that the values of each dot needs to be found out as the dots lies in between a range of 20.
We can observe from the control data that the mean for the above set of data is 120. ( as there is a spacing of 20 between any 2 adjacent lines )
1SD = 20, -1SD = -20
2SD = 40, -2SD = -40
3SD = 60, -3-D = -60
Total number of population points can be found out by counting the number of dots which is equal to 21.
