Explanation / Answer

We want people who have recently started smoking as our target audience. We can assume that 11th graders start smoking during this time but it is also possible that people start smoking at a younger or an older age. Hence these people do not constitute our population and hence the sample is not suitable or appropriate

A better option is to choose volunteers who have started smoking in the past 3 months say. For a better diversity these must be appropriate representation of both the genders and across all age groups. People may be chosen from different locations or geographies to study the impact of region on the possibility of people starting to smoke.
