The transformer works on the principle of magnetic field induction.

The varying current in one circuit creates a varying magnetic field hence a varying flux through the other coil. This induces a varying voltage in the second coil. If the frequency is itself 0 Hz, there is no variation at all. So no voltage will be produced on the second coil.
