Given,

m = 5.3 kg ; theta = 24 deg ; F = 38 N

a)The net force acting on the block is:

Fnet = F - W

Fnet = F - mg sin(theta)

Fnet = 38 - 5.3 x 9.8 x sin24 = 16.87

Fnet = ma => a = Fnet/m

a = 16.87/5.3 = 3.18 m/s^2

Hence, a = 3.18 m/s^2

b)u = 0.12

When the friction also acts, then the net force is :

Fnet = F - mg sin(theta) - u mg cos(theta)

Fnet = 38 - 5.3 x 9.8 s sin24 - 0.12 x 5.3 x 9.8 x cos24 = 11.18 N

a = Fnet/m = 11.18/5.3 = 2.11 m/s^2

Hence, a = 2.11 m/s^2
