Here the electric field will be due to smaller sphere only, as field inside shell is zero due to the shell.
E = kq/r^2
= 9e9*1e-9/(0.25-0.06)^2
= 249.3 N/C
So E = <249.3, 0, 0> N/C as it only x direction
b) E = kq1/r1^2 + kq2/r2^2
= 9e9*4e-9/(0.25^2+0.15^2) *0.25/sqrt(0.25^2+0.15^2) i + 9e9*4e-9/(0.25^2+0.15^2) *0.15/sqrt(0.25^2+0.15^2)j - 9e9*1e-9/0.15^2 j
