Question

We have had a government shut down that I still going on today. Democrats and Republicans in Congress are battling how to agree and what to include in the budget for the next fiscal year. Included with these discrepancies are

1. President Trump not cancelling Barack Obama's executive order for Deferred Action on Childhood Arrivals.

2. Funding for the CHIPS program for another six years.

3. Funding for a border wall.

So in the House of Representatives, republicans. have already passed a bill and they are waiting to merge it with the senate gets its act together and passes their bill. So, in order for a bill to pass in the senate, you must have 60 votes to overcome a democratic filler buster and proceed on a vote. There are 51 republicans and 49 democrats in the senate. This means that you must have some democrats in the senate in order to pass the bill. President Trump has asked senate Majority Leader Mitch McConnell (R) KY to launch a "nuclear option" and reduce the number of votes to overcome a filler buster to 50 votes. This way, whoever is in the majority can proceed with a vote without obstruction

Here is the grind:

1. What would Mitch McConnell reducing the threshold to 50 votes do to the power of democrats to disagree with the majority when they are in the minority?

2. What would happen to the viewpoints of republicans and all of the voters who voted for those republican politicians do when they become part of the minority if the threshold for the filler buster gets reduced to 50 votes.

3. if the President does not sign the proposal given to him by Congress, and the government stops functioning, how can Congress pay its bills to its creditors?

Explanation / Answer

1. The launch of the nuclear option would help the democrats to stop any passing bill. This would give the power to the minorities.

2.Republicans will not be able to get any resolution passed in case of a nuclear option. They would have to convince the democrats to voice their vote in their favor.

3. In case of government shutdown, all operations are divided into essential and non-essential activities. Essential activities keep functioning while the non-essential cease to work in case of a shutdown. Congress then needs to pass a continuing resolution or bills of permanent appropriations to restore the funding and pay creditors’ bills.
