You are planning on doing a research study to compare repeat juvenile delinquency with adult criminal recidivism to see if there are any significant differences. You plan on doing in depth interviews with your subjects, and obtaining their criminal records for comparison.   The criminal records will contain the names of the criminals. You also plan on having some researchers spend a 48 hour period with some of the subjects and follow them around documenting their activities. Some of the subjects are incarcerated and others are not. The final part of your research is to give both the adults and the juveniles common ADHD medicine to determine whether it has any effect on repeat delinquency or adult recidivism.

(Answer) The Institutional Review Board would require every minute detail of such a research simply because it involves human subjects. Whether or not they are incarcerated, these subjects possess certain human rights within a free country with a fully functioning democracy.

In such a case, the basic ethics rule to follow would be to make sure that the research team has the consent of all the subjects involved. If the researchers do not possess documents with willing consent from the subjects, the entire research would be unethical, to begin with.

Furthermore, a full disclosure agreement would be required by the researcher to access the personal details of these subjects. Although, the researchers would also need permits from the government, courts and institutions involved to access their criminal files. Along with this, the researchers would have to probably provide certain non-disclosure agreement of classified information, if any.

After the legalities are well taken care of, the researchers would have to conduct meticulous medical examinations before administering ADHD medication to the subjects. If the medical reports permit, they would be able to administer this medication. However, if subjects do not react to the dosage well in the initial stages, the researchers would have to terminate this particular procedure.

The Institutional Review Board would not permit the use of human subjects as guinea pigs for chemical experiments. If the subjects do not consent or react poorly to the medication, the researchers may have to substitute ADHD medication with therapy or other such innocuous techniques.

Finally, the research team would have to review the final papers to make sure that confidential legal information with regards to the crimes committed. The IRB would have to make sure that the research team does not violate the institutions, laws and individuals involved in the study in order to approve of the details of this research.
