According to me, Harry Hopkins who is a social worker and considered to be close advisors of Franklin Roosevelt has made long lasting contributions in social welfare. He was one of the chief architects of New Deal, especially the relief program of the Works Progress Administration.
Hopkins served as an important foreign policy adviser and diplomat during World War II. He was a key policy maker in the Lend-Lease program that sent $50 billion in aid to the Allies. Hopkins served as an executive secretary of the Bureau of Child Welfare which administered pensions to mothers with dependent children. He worked for the American Red Cross as director of Civilian Relief, Gulf Division. During his tenure as executive Director of New York Tuberculosis Association, the agency grew enormously
