Definition:

use of information and communications technology, such as the Internet, to improve the processes of government

Coverage/Domain:

Integration of the administrative services like managing state finance and implementation, public services, taxation system etc. with the internet providing the masses a common platform to interact intuitively with the government administrative progress and escalate feedback.

It also involves-

With internet the low-level implementation of many services like subsidy, tax cut, scholarships can be handed out directly at the ground level without any middle man, which vastly improves the reach of the people’s service.

Improving public services: improving the services delivered to members of the public along dimensions such as quality, convenience and cost.

The core task of government is governance, the job of regulating society, not marketing and sales. In modern democracies, responsibility and power for regulation is divided up and shared among the legislative, executive and judicial branches of government. Simplifying, the legislature is responsible for making policy in the form of laws, the executive for implementing the policy and law enforcement, and the judiciary for resolving legal conflicts and present improvements to the law if required. E-government is about improving the work of all of these branches of government, not just public administration in the narrow sense. It helps to improve cohesion between them and reduce friction.

Instances and example of e-governance in US

The State Department is developing and continuing to enhance several website features to improve customer service in compliance with the E-Government Act of 2002. In support of the Digital Government Strategy and improved customer service, the State Department is moving forward on making its web content mobile friendly:

Case Study 1: A mobile solution have been implemented for more than 450 Embassy and Consulate websites all around the world. The mobile solution device agnostic that means all visitors accessing the sites from a feature phone, smartphone, or tablet will be served an optimized version of the site.

Case study 2: To help users in finding content on State Department websites, the Digital Gov. Search has been developed. This feature is granted by GSA without any cost to federal government agencies that allows agencies to profit from shared services.

Case study 3: The State Department launched My State Department to provide users the option of tailored content to the types of information in which they’re most interested in.

E-Government future:

The technological implementation during each generation has faced a new and difficult sets of challenges. In early days size and cost of computers and internet backbone caused slow growth. As computers became cost efficient, versatile there were challenges in regards to dealing with the management of the new technology. In modern era Increasingly, privacy and security are becoming important issues and the prevention to the common attack should inherit to system itself. Since technology permeates our society and all of our lives are within the digital spectrum a whole new dimension of vulnerabilities is now needing to be addressed especially from the perspective of the governance as it caters to very large section of the society.

Currently the focus majority of the government application has been the increase in efficiency and information and communication technologies. In the future this trend will continue. Recent focus is shifting to bring immersive and simple to use system for democratic engagement.

As new technologies are developed new rules and policies have to be created, old policies adapted, each time adding another layer of complexity of the integration to existing ones.

Cyber-attacks, thefts are very mush reality in current world and as always government systems will be major targets, going forward very strict supervision and security systems must be in place to minimize the attacks and penetration.

Many government agencies have struggled to cope up the advances in digital world and in the adoption of digital data. Other agencies struggle to control the flow of information such as security and police organizations not sharing information, and the controversial gathering of too much information.

But one thing for sure, eventually E- government will become a government as the use of technology will become norm rather than a nice layer.
