QUESTION #3 (12 points) Metropolitan Healthcare (MH) is a large network of over 26 healthcare facilities throughout a state in the US. MH consists of a number of facilities including clinics, hospitals, outpatient surgery centers, urgent care facilities, labs, and pharmacies. Subscribers (members) of the system can visit any of the facilities and receive treatment. Typically, each of these facilities stores patient data in its database including patient visits, test and lab results, symptoms, prescriptions, medications, etc. MH has recently been getting patient complaints that often pertain to incorrect prescriptions, adverse drug reactions, duplicate or unnecessary lab tests, and misdiagnosis by the doctors. The SH administration has discovered that such problems often occur because a doctor treating the patient may not have access to the patient's most recent history (such as lab results, diagnosis, and medications prescribed), especially if these services were performed at another MH facility. Similarly, one pharmacy may sometimes not know whether the patient has already filled the same prescription before at another MH pharmacy.
