When the College of Arts at Pedantic University wishes to have a business faculty meeting certain quorum rules are in place. There are four departments within the College; Literature, History, Languages and Philosphy and these contain 20, 17, 11 and 15 faculty respectively. To form a quorum there must be at least two-thirds of the members of each department present and all departments must be so represented. Modern technology has entered the fray and the meeting will be completely online and such that it cannot be determined if any faculty member is participating. How would the Dean set up a secret sharing scheme to implement this scenario? The rules have now been modified to be such that a quorum only requires three departments to particpate (but the two-thirds rule within a department still applies). How would the Dean now set things up?

there is no need of worries, the meeting can be run with all the departments and with required quorum only. in old model each department representation must be there with 2/3 of the department as minimum requirement number. in the new process at least 3 department participation must be there with 2/3 quorum, of course if all departments participate it is acceptable.

the dean may inform to all departments about the meeting and about the quorum. the people who are willing and interest may participate, but he send a circular that every one must attend the meeting without any fail. then automatically most of the people may attend the meeting without fail. few may exempt from these due to class work, the people who engaged in work may inform the same to dean i hope.
