Public sector collective bargaining brings its own special problems. Funds for compensation are specifically limited; the taxpayers may not choose to increase taxes, and government allocations are set a year in advance in many cases. In public education, a large portion of general government allocations for education are dedicated to pensions (in Michigan, about 27% of public school funding goes to pension). As an HR manager for a school, what would be your collective bargaining strategy for compensation with the teacher’s union, given that you are likely to have a maximum increase in your state allocation of 2%, and given your knowledge that teacher strikes are illegal?

Collective bargaining - Existing laws are made by system to regulate behavior of system & its follower , which result in to concept of welfare state. And each individual or group of people hold supremacy to express his opinion if feal himself to be victim of unjust.

In above case, law of nature can explain with more depth- as per this law nothing is permanent in other words everything has to change over period of time. Due to this kind of supremacy of nature, uniformity in discipline can not made applicable uniformly all over the world.

Being HR manger for school submit proposal to parliament for developing circular which alter the budget for education purpose with all reasons. If sate hold financial responsibility for education budget & payment of pension then decision making making must be at state level. And if school management hold responsibility for payment of pension then the decision making must be at manager level.

As no organization can survive if its fund resources are limited & expenses are more than available fund. Also in interest of nation all its public must respect to constitutional procedure for decision as well whatever decision made by responsible person. If school union steaks to demands then ask union representative to develop fund for this reason with legal way. Only in that case its possible to continue terms mansion. As as per supremacy of law , no act or law can not made compulsory for impossible task.

Thus if things are possible then by adopting due process amendments are possible. And if act seems to be impossible then let time decide as each one know welfare of self. Such kind of disputes arose, and its difficult to survival of scheme in allowed budget. But for every problem its solution exist ,only its need to handover or to shift leadership to capable representative. And decision making is processes & decision must result from team , rather than opinion of individual.
