request for proposal is the process or a firm bids for projects which are going to construct or perform in future. in this a firm will prepare a brief synopsis of the project, how they are going to takeup the project, how they are going to lead them, what are their funding sources, how they achieve it and finally at what time they can complete the project if everything happens in normal way.
these proposals will be changed, modified, or varied from one time to another time, one nation to another nation. there are many factors impact this like, availability of materials, government regulations, availability of skilled or labor manpower, technology support and availability, changing government regulations, natural issues like floods, earthquaqes, etc, financial and operational abilities of the firm and so on. there are many factors affects the proposal along with the above said factors.
when the cost of inputs increases, it leads to increase in the total cost and vice versa. when the availability of material limited, the producer may search for material which may leads to delay of the project. when the government or environmental regulations modified or changed, the project performance will be impacted and so on.
