1. We need to find out how many micro seconds it takes to execute a Level 4 instruction

1 Level 4 = 4 Level 3
          = 4 * 8 Level 2
          = 4 * 8 * 8 Level 1

Level 0 takes 7.8 * 10^9 seconds
