I was given a string of text that has been encyrpyted using an unknown method

The string is:  n!ec.TitRvwYrlreos eao'eenp onluv tc (note the first character is a space)

Now the answer is supposed to be You're clever! Ten points to Ravenclaw. However, I am not sure what method was used to go about finding that. Since I have the answer, I realize it's just a scrambled string of text, but even with a brute force anagram program the possibilities would be endless. How do you go about decrypting this?

There is no standard approach for decrypting an ecrypted text without knowing the acrtal
encrption method.We can start with observing the text.If the text is not readable then we
have to first peel of the first layer that is may bes Base64 endoing or similar encoding.
Once we decrypted the text to the readable level, then we need to observe for scarambling
or mixing of the charactere. if that is the case, then it mau be substitution ciffer or
affine cipher or some other kind of cipher key.After lookkin for such general observations
if we don't get things then we can use certain decrypting tools to decrypt it.Ofcourse each
tool is specific to a particular cipher.Even We can try possible decrytion tools.They
may give some idea even if theu can't decrypt completely.If even this fails then we need
to develop our own decryptor based on whatever knowledge gained in all the trials plus some
fresh thinking.
