Given that the question of open and closed systems is more of a continuum than a yes/no question, do you believe that more closed systems are better able to assess and improve their effectiveness in areas of internal systems and technology than more open systems are? That is, are open systems doomed to be so pre-occupied with keeping up with changes in their environment that they can never stick with anything long enough to get very, very good at it? Please provide an example to illustrate your point

Yes I beleive that closed system are better able to assess and improve their effectiveness in areas of internal systems and technology than more open systems are because closed system are confined to a limited people limited area and a group of people take the decision and there is no crowd taking up the decisions and the tools are there for the limited people so that they make use of it wisely.!!!
By this they are ahead of technology and they improve their effectiveness and they are not tied up with anyone's decision or they don't want to take the majority they are just involved in there advancement of technology.!!!
Example:All the private organisations can be taken under closed system whether it is samsung ,apple inc.,etc they just act to advance their company irrespective of the outside environment.!!
Whereas open system changes with change in environment,they are not self dependent they cannot move ahead without taking everyone's suggestion/decisions.!!
Examples are:Most of the government organisations.!!The working is too slow as because of open sysytem.>!!
