The two stakeholders to whom the CEO of the Boeing is trying to respond are newly hired labors and National Labor Relations Board (NLRB). Due to shifting plant to different locations the training given to the labors to the previous location may end up with no result.

National Labor Relations Board (NLRB) believes it was a mistake and that company actions were unlawful. It claims company improperly transferred existing work, and that company decision reflected "animus" and constituted "retaliation" against union-represented employees in Washington state. To reverse its effect, Boeing has to build the assembly line where they will tell you to build it.

Among the considerations a long-term "no-strike clause" that would ensure production stability for their customers, and a wage and benefit growth trajectory that would help in our cost battle against Airbus and other state-sponsored competitors.

It is hindering Boeings growth as the invested money to train labors in the previous location which is not giving them return on investment.
