2. It mainly depends on the progress a system has made. For example, if the company is planning to create a system and trying to understand what is the investment required and whether the company should invest and whether the new system can add value to the business. This mainly happens in the feasibility study. Based on the above-mentioned stages one can tell in what stage the system is in based on the progress in the project plan.

Analysis: Gathering the requirements of the company and the business to analyze how we can create a project plan. The analysis might involve analyzing the existing system and assuming certain functionalities of the new system.
