1. Following is the inherently governmental function in the context of government contracting:

- Security of information

- Timely payments

Payments are typically made within 30 days. Construction contracts happen within ten days. If the business does not get paid within the terms of the contract, the government pays interest on the amount they owe you.

2. There would be a preference as to outsourcing and in-house operations in the areas of materials acquisition planning, resource allocation planning, and materials flow control because:

- Lets analyse a single-item production planning problem for a manufacturing firm. Besides being able to acquire raw material from an external supplier, the firm may also face an incoming stream of internally supplied raw material. In addition, outsourcing may serve as an alternative to in-house production for the firm to satisfy its demands. Attention is focused on the case where acquisition, production, and outsourcing costs are setup-linear and inventory holding costs are linear.

- Lumpy demand forces capacity planners to maximize the profit of individual factories as well as simultaneously take advantage of outsourcing from its supply chain and even competitors. 3. I don’t believe that inherent government functions should be outsource/ Inherent government functions are those that relate closely to the agency it serves. It can expose confidential government information and may require direct government involvement. For example if you have a security systems you are designing that will provide access to employees to restricted and unrestricted area based on classification and needs. Outsourcing this type of project eposes employee information, and security information that can put the organization and employees at risk. As an alternative I would develop a team housed internally to handle specific functions for the agency. Especially if you have multiple agencies with the same needs. Similar to how in Rome you have the Vatican police that protect the Vatican, but the Swiss Guard are the ones who guard the Pope. I feel that in regards to government functions we should do the same have teams that can serve multiple agencies in one given function which ensures security, and uniformity.
